5 points. One single demand: that no animal is left behind.

This is what we are asking the Government during the processing of the Royal Decrees and regulatory reforms currently underway.

Sanctuaries are not farms

A differentiated, proportionate regime that reflects the companion-animal status of animals in the care of sanctuaries.

Same dogs, same rights

Inclusion of all dogs (including hunting dogs) under the same zoological-nucleus Royal Decree, and reform of Law 7/2023. Welfare doesn't discriminate by use.

They matter too

Effective protection for companion animals other than dogs, cats and ferrets, preventing unregulated breeding in private homes.

Stop the abuse of foster homes

Removing the disproportionate requirement to register foster families as if they were zoological nuclei or breeders.

Shelters are not breeders

Adapting requirements for animal protection organizations, bringing the framework down to realistic, proportionate levels.

What happens if the Government doesn't change course?

How we got here

In March 2023, Spain passed Law 7/2023 on animal rights and welfare, its first national law on the subject. Hunting dogs, hunting packs and hunting auxiliary animals, however, were left outside its scope, leaving their protection to a patchwork of other rules. Since then, the Government has been drafting the regulations needed to implement the law: the Royal Decrees on registered animal facilities, whose drafts treat sanctuaries housing 'production' species as livestock holdings rather than animal protection centres, and the regulation on managing cat colonies, which is being aligned with new EU rules on the welfare and traceability of dogs and cats. How these loose ends are tied up will determine whether any animal is left behind.

March 2023
Law 7/2023 on animal rights and welfare enters into force, the first national law of its kind, but expressly excludes hunting dogs, hunting packs and hunting auxiliary animals from its scope.
2024
The first draft of the law's implementing regulation starts circulating, covering registers, foster homes and spaces for community cats, while the protection of hunting animals remains unresolved.
2025
The Royal Decrees on registered animal facilities are put out for public consultation: the livestock-oriented draft treats sanctuaries housing rescued cows, pigs or hens as agricultural holdings, while the cat-colony regulation is revised to align with new EU rules on the welfare and traceability of dogs and cats.
2026

The alarm scenario

Collapse of shelters and sanctuaries

Disproportionate requirements that don't distinguish between commercial breeders and animal protection organizations.

Massive legal unprotection

Thousands of animals would be left outside the legal protection they need to actually be safeguarded.

Foster homes brought to a standstill

Foster families treated as zoological nuclei, grinding the temporary fostering network to a halt.

Sanctuaries reclassified as farms

Shelters housing rescued cows, pigs or hens would be registered as livestock holdings, governed by production rules instead of animal protection law.

Permanent legal void for animals used in hunting

Millions of dogs and other hunting auxiliary animals would remain without a welfare law of their own to regulate their keeping, training and abandonment at the end of the season.
